With a total investment of 2.697 billion yuan (US$396.62 million), the land fill project in Hangzhou Bay is east to Longquan Harbor, north to the Shanghai-Hangzhou Highway and west to the east bank of City Beach. Located in the south of Jinshan New Town, the project is slated to be completed by December 30, 2019.

Workers will construct beach banks with a total length of 4,820 meters, with hydraulic reclamation of around 16.88 million cubic meters.

The total planning area is around 3.08 square kilometers, 41 percent of which will be water and greenery. Seven recreational projects will be constructed in the area, including a culture and entertainment center, an exhibition center, a business center, a shopping center, wetlands, a culture and innovation center, and a beach resort.

Sponge city facilities will be also set up in the area to save water, and the whole project aims to be a model in the marine ecology field in China, according to Zhao Weixing, Party Secretary of Jinshan District.
